By their very nature, Reassessment projects are unique unto themselves due to the variety of market areas and the various appraisal applications found throughout the State.  However, each Wingate project will follow the general steps below.

Step 1: The process begins with Wingate’s staff performing a comprehensive market study. 

  • Market participants are interviewed. 

  • Local building cost and market trends are analyzed.

  • Income multipliers and cap rates relevant to income producing properties are developed.

Step 2: After market analysis, our staff (with an average length of service of 17 years) systematically makes on site property inspections in order to refine data critical to the evaluation process.

Step 3: Revisions are input into the CAMA (Computer Assisted Mass Appraisal) software by our data entry staff.  Each parcel’s data is proofed and edited to ensure accuracy and that results are as intended.

Step 4: Statistical testing occurs prior to property owner notification so that overall results and tendencies are within the limits of acceptability.

Step 5: Property owners receive new assessment notices then have the opportunity to discuss with Wingate any questions involving the reassessment process or the estimate of value.  Should this administrative appeal precipitate an assessment review, Wingate’s staff will review the property and revise the value estimates as warranted, ensuring equalization among similar properties.  Owners are then advised of review results by mail.

Step 6: After all revisions have been entered, the “Reassessment Book” is delivered to the Commissioner of the Revenue as well as the Clerk of Court and the recapitulations are distributed to government officials and the Virginia Department of Taxation.
